Bank Locker Inventory: Know Your Rights in India

A bank locker inventory refers to the process of documenting and verifying the contents of a safe deposit locker held with a bank, typically triggered by a locker holder's death, a dispute, a bank branch closure, or an RBI audit directive. Under RBI's revised locker guidelines (effective January 2023), banks have specific obligations regarding locker access, inventory, and liability. If the bank is conducting an inventory without your consent, restricting your access, or refusing to cooperate during a legitimate inventory request (e.g., after a family member's death), you have enforceable rights. You can expect the bank to follow a documented, witnessed process and provide a written acknowledgment of contents.

What you should do now

- Ask the bank in writing why an inventory is being conducted (branch closure, death of co-holder, dispute, RBI audit)
- Collect your locker agreement, KYC documents, and nominee/succession documents if applicable
- If a co-holder has died, arrange a legal heir certificate or succession certificate from a competent court
Assert your right to be present during inventory
- Send a written request to the Branch Manager demanding that the inventory be conducted only in your presence (or your authorised representative's)
- Insist that two independent witnesses and a bank officer sign the inventory list
- Photograph or video-record the process with the bank's permission
Obtain and verify the inventory record
- Demand a signed, stamped copy of the complete inventory list from the bank on the same day
- Compare the list against your personal records; raise any discrepancy in writing immediately
Escalate if the bank is uncooperative or items are missing
- File a written complaint with the bank's Nodal Officer / Regional Grievance Cell
- If unresolved within 30 days, file with the RBI Integrated Ombudsman at cms.rbi.org.in
- For missing valuables, file an FIR at the local police station and consult a civil advocate for a damages claim
